What is Area Surakaha Mitra?

Area Suraksha Mitra is a Civil Defence initiative for citizen preparedness both in contingencies as well as for neighbourhood security. The central idea is to build a trained force through a representation from every area in the city

 

Why was Area Suraksha Mitra started?

The terror attacks in Mumbai late 2008 unleashed an unrelenting resolve amongst citizens to secure the future, and demonstrate the power of citizens committed to peace, and safe neighbourhoods. The candlelight marches, homage to martyrs, wearing of badges and decrying politicians all came to a high and ebbed. A bruised and resolute citizenry grappled with what next? What lies beyond? Across the country a deep need to participate emerged and people resolved to fight the crisis of security threat – but couldn’t answer the “how” beyond outpourings of pledges and marches.

Area Suraksha Mitra was started to answer this commitment and resolve of citizens both in Mumbai and Bngalore. Janaagraha proposed a systemic response answering this “how” of participation with the Civil Defence department, and the State Police. It brings together the existent capacity of the system, and harnesses the energies of the citizen at the neighbourhood level. This will be done through the induction of Area Suraksa Mitras into the Civil Defence.

 

Where and how does Area Suraksha Mitra operate?

Area Surasksha Mitras will operate in every neighbourhood in the city. Once all 5000 Area Suraksha Mitras have signed up they will cover every street in Bangaluru, Bangalore city with a population of 80 lakh plus is spread out across seven police zones – North, South, East, West,Central, North East, and South East. Inside each police zone are located Civil Defence divisions numbering 50 in total. These 50 Divisions comprise between 1-3 police stations each. The Area Suraksha Mitra initiative uses this structure to create a platform for volunteer engagement in neighbourhoods.

The Area Suraksha Mitra of the Directorate of Home Guards & Civil Defence aims to prepare a citizen force for preparedness in contingencies and for neighbourhood security. This force will complement the efforts of the police and other law keeping agencies. The central idea is to build a trained force through a representation from every area in the city – 5000 in the city of Bengaluru. This will be organized through the Civil Defence structure of warden service. A citizen force of 5000 Area Suraksha Mitras is targeted for the city of Bengaluru covering every neighbourhhod. In addition 1105 Chief, Divisional, and Post Wardens will be in place. Area Suraksha Mitras are citizen security representative from local communities. Typically an ‘area’ comprises 3-4 streets, and approximately 1200 residents. The initiative offers a systemic way for people to play a role in safety of their neighbourhoods.

 

What role does a person play as an Area Suraksha Mitra?

As an Area Suraksha Mitra a person signs up to do the following:

  • Establish working relationships with the local police authorities to share pre-defined information at an agreed upon frequency

  • Establish identity in the allocated sector especially with key people as the point of contact for civil defence

  • Sector reconnaissance for empty houses, hydrants, fire hazards, darkness familiarization, joint beats with police

  • Maintain a household register for the given sector

  • Keep the CD diary up-to-date

  • Report proactively on the identified parameters viz. strangers in the area, criminals, new tenants, foreigners and suspicious objects and people, any untoward incidents

  • Attend periodic mock drills in coordination with authorities

  • Give general advice on Civil Defence to the residents proactively

  • Help recruit volunteers for Civil Defence forces

  • Assist the police, fire dept, home guards etc during critical incidents like air-raid, floods, fire, earthquake, building collapse, serious accidents etc by cordoning off areas, providing information like area topography, connecting the right people, securing useful equipment like ladders, ropes, buckets etc
