1) How is the ASM Initiative structured?
The central idea is to build a trained force through representation from every area in the city. There are 50 Civil Defence (CD) Divisions in the city headed by the Director, Civil Defence. The organizational structure for each Civil Defence Division is as follows:
|

|
2) How do I know my CD division and whom I should contact?
You can use our CD division tracker to find out which one you belong to. Once you have located your division, you can use the Division Information to identify the points of contact. Since the ASM Initiative has been launched in the Siddapura and Adugodi Divisions as of now, you will find the contact information only for those. As the programme expands, we shall be continuously updating our database.
3) Do I need any particular background or qualification to become an ASM?
Absolutely not. Any concerned and willing citizen can become an ASM. So, whether you are a retired defence professional eager to share your expertise or a young housewife looking to connect more with your new neighbourhood, you can become an Area Suraksha Mitra.
4) I am employed full-time and have limited time to volunteer. Can I still volunteer as an ASM?
Yes. Depending on the time that you can devote, you may decide on a suitable volunteering plan in consultation with your Divisional Warden.
5) Why do we need ASM:
Bangalore’s population is over 7 million but has only over 12,000 police personnel. As per norms, there should be 125 policemen per lakh population, but Karnataka has only 92 policemen per lakh population. The Bangalore police can thus not be aware of all the safety needs of Bangalore’s neighbourhoods. The ASM program builds on the structure provided by the Civil Defence to allow common citizens to inform the police about neighbourhood safety concerns. This initiative benefits common citizens by giving them a greater sense of ownership of their neighbourhoods and heightening their sense of preparedness in a crisis.
6) As an ASM, am I only required in times of disaster or contingencies?
NO. As an Area Suraksha Mitra, you will establish working relationships with the local police authorities to share pre-defined information at an agreed upon frequency, and also establish identity in the allocated sector especially with key people as the point of contact for civil defence. Besides, you will also Maintain a household register for the given sector Keep the CD diary up-to-date Report proactively on the identified parameters (viz. strangers in the area, criminals, new tenants, foreigners and suspicious objects and people, any untoward incidents) Attend periodic mock drills in coordination with authorities Give general advice on Civil Defence to the residents proactively Help recruit volunteers for Civil Defence forces In addition, you will assist the police, fire department and home guards during critical incidents like air-raid, floods, fire, earthquake, building collapse, serious accidents etc by cordoning off areas, providing information like area topography, connecting the right people, securing useful equipment like ladders, ropes, buckets etc.
